Job Description

Sustainable procurement is one of the main engines through which we can achieve sustainable development by meeting the need for goods, services, works and utilities in a way that achieves value for money on the ’whole life’ basis of the product. This not only generates benefits for the University but also for society and the economy while minimising damage to the environment.

The role holder will manage a defined category of goods and services and will also lead or support on ad hoc procurement projects as necessary.

This post supports and develops the Sustainability agenda from a Procurement perspective, taking direction from the Head of Procurement and the Sustainability Board with the setting out of an engaging strategy, with a clear connection to the University’s objectives and stakeholder requirements.

This is one of two new roles established to drive forward the sustainable procurement agenda and will be working alongside 4 other new sustainability roles across the University, to achieve the University’s ambitious target of net zero 2035.

Key Responsibilities:

  • Liaise with key internal and external stakeholders to design and raise awareness of campaigns and initiatives on Sustainability
  • Manage the NETpositive Futures supplier engagement tool to optimise uptake by suppliers and obtain supply chain insights for the University
  • Manage and oversee reduction in Scope 3 Emissions, in relation to Procurement activities
  • Achieve Level 4 and work toward Level 5 on the Flexible Framework
  • Work with other members of the Procurement Team to audit suppliers against the Modern Slavery Policy
  • Work with the Procurement Team to advise on and draft relevant sustainability policies, procedures and supporting documentation
  • Significant member of the Procurement Department management team
  • Work closely with the other Heads of Categories to embed sustainability into procurement activities
  • Is actively involved in key procurement projects within their designated Category portfolio
  • Lead in establishing the University’s contracting policy in relation to sustainability and establishes the contracting procedures necessary to implement this policy
  • Oversee major tendering/contracting activity and ensure compliance with policy and procedures
  • Play a key role in assessing and managing contract risks
  • Work with the University’s legal advisors and other external advisors
  • Management of a team of people
  • Ensure open and fair competition for University contracts and deliver value for money in procurement activities
  • Ensure appropriate monitoring of contract performance, including environmental and social value impacts

Essential

  • Demonstrable experience of delivering complex projects, and/or service contracts within a similar environment
  • Knowledge of public sector management practices, style and protocols
  • Knowledge and understanding of public sector procurement practices
  • Experience of working as part of a Procurement Management team
  • Experience of managing major procurement projects
  • Experience of delivering high quality services to internal stakeholders
  • Knowledge of sustainable supply chain issues and sourcing strategies
  • Qualified to MCIPS level
  • Evidence of first-class organisational skills
  • Good understanding of the impact of Procurement activities on Scope 3 emissions and how these impacts can be managed
  • Good Negotiating Skills and Commercial Awareness
  • Knowledge and understanding of financial, legal and corporate social responsibility issues
  • Competent in the use of IT, including email, word processing, spreadsheets, databases and PowerPoint
  • Strong analytical skills and demonstrable ability to solve problems and be creative
  • Good knowledge of Commercial Law
  • Ability to work unsupervised and exercise judgement as to when to refer matters to senior staff
  • Stakeholder management (internal and external)
  • Ability to work as part of a team
  • Demonstrates high professional standards in their approach and presentation at all times
  • The ability to influence up, down and laterally to overcome resistance and disagreement
  • A keen interest in driving Procurement’s role in tackling sustainability issues

Desirable

  • Experience of working in Higher Education Procurement
  • Educated to Degree Level
  • Knowledge and understanding of the circular economy and how it can be applied in a sustainable procurement strategy
